What is VTU Provisional Degree certificate (PDC)?
PDC is a temporary degree certificate provided to you by VTU until you receive Degree certificate (also called as Convocation Degree certificate). PDC tells you that you are eligible to receive Convocation Degree certificate; In other words it tells you that you are sure to receive Convocation Degree certificate
You may need PDC because for applying for jobs or applying for higher studies until you receive degree certificate.
You can apply for PDC Immediately after you complete your engineering; in other words immediately after your 8th sem results are declared. And also no need to wait for your 8th Sem marks card to reach your hands. You can obtain PDC to your address in 15 working days after applying.
From my experience, Chances are less that you make use of PDC. I have never used PDC in my entire life since the day I got my PDC, because nobody has asked for PDC.
